Here is a brief overview of the levels:

Toddler - great for children just starting to learn. About 2.5- 3 years.

Level 1 - great for children who are in preschool and are starting to have more pencil control. 

Level 2 - great for children in PreK who can recognize most letters and numbers and are starting to learn some words.

Level 3 - great for children in Kindergaten and are staring to read sentences and simple math problems. 

Level 4 - great for children who are in first grade and can read/ understand stories and can do more complex math problems like reading graphs and measuring.
